本研究旨在瞭解新竹縣市國民小學校長轉型領導與學校效能之現況，並分析不同人口變項與環境變項對新竹縣國民小學校長轉型領導與學校效能的差異。
本研究首先參酌相關理論及實徵性研究編製成測量工具—「新竹縣市國民小學校長轉型領導與學校效能關係」之調查問卷，並進行專家建構內容效度。第二階段進行預試， 以項目分析及因素分析之統計方法，以建立正式問卷之信、效度。第三階段針對新竹縣市教育人員進行正式問卷施測，共計發出776份問卷，回收有效問卷634份，可用率為82.77%，並採用描述性統計、t檢定、單因子變異數分析、典型相關及多元迴歸分析來進行研究所提假設之統計分析。
研究者根據統計分析結果， 歸納整理成以下之重要結論：
一、新竹縣市國民小學教育人員對校長轉型領導與學校效能知覺度普遍偏高
二、新竹縣市國民小學的教育人員所知覺的校長轉型領導行為之整體與五個層面，在「服務年資」及「學校所在地」之變項上有所差異
三、新竹縣市國民小學的教育人員所知覺的學校效能之整體與五個層面，在「學歷」、「職務」、「學校所在地」、「學校班級數」之變項上有所差異
四、新竹縣市國民小學校長轉型領導與學校效能之間有三對正向的典型相關
五、新竹縣市國民小學教育人員知覺到的校長轉型領導能有效預測學校效能

根據以上結論， 研究者將在本論文中對教育行政機關、國民小學與後續研究者提出相關具體之建議， 並作為提昇學校效能之依據。

The purpose of this study is to understand the current status of principal‘s transformational leadership of elementary school and school effectiveness in Hsin-chu county and city. The difference between principal’s transformational leadership and school effectiveness under personal-background variables and school-environment variables were analyzed as well.
First of all, based on theoretical literature and empirical research on related subjects, an assessment tool is developed：Questionnaire- “The relationships between principal’s transformational leadership of elementary school and school effectiveness in Hsin-chu county and city.” And content validity is constructed by professionals. Pilot test is conducted at Stage 2 to construct the reliability and validity of questionnaire via statistical measurements such as item analysis and factor analysis. Then, formal test is proceeded on education staff members at Stage 3.Among a total of 776 copies of questionnaire being issued, 634 copies are collected, the usability is 82.77%.Descriptive statistics,t-test ,one-way ANOVA ,canonical correlation, multiple stepwise regression analysis are applied for statistics and analysis o f assumptions proposed in this study.We come to the following conclusions based on the results of
1. The elementary school educational staff in Hsin-chu county and city have higher awareness of principal’s transformational leadership and school effectiveness.
2. The elementary school educational staff aware difference of principal’s transformational leadership affected by variables of working experience and school district.
3. The elementary school educational staff aware difference of school effectiveness affected by variable of educational background, position,, school district and member of classes.
4. There are three positive canonical correlation between principal’s transformational leadership of elementary school and school effectiveness.
5. The elementary school educational staff’s awareness with principal’s transformational leadership can effectively predict school effectiveness.
Based on the above conclusions, the writer would propose concrete
recommendations on administrative entity of education, elementary school and follow-up researches to be referred as a basis to promote the school effectiveness.
