中國大陸自改革開放以來,經濟發展有飛躍式的突破,在2001年加入世界貿易組織(WTO)後,台商及國際大廠競相投入,促使大陸之產業發展方興未艾,儼然成為世界製造基地。台商基於比較利益之考量,從早期著眼於廉價勞動力的傳統產業,到現在勠力全球佈局的高科技產業,莫不對海峽彼岸的投資滿懷期待並積極卡位。台灣產業結構因此產生前所未有的變化,而兩岸之競爭與合作亦成為經營管理之重要課題。
科學園區係推動創新、提升產業競爭力,從而促進區域經濟成長的搖籃,其管理績效之良寙是具體展現國家科技暨經濟政策的關鍵指標之一。面對大陸科學園區之迅速崛起對我國高科技產業所帶來的衝擊,不論是負責政策規劃之管理當局,抑或是入區營運之廠商,皆需審慎思考因應對策。
緣此,本研究乃著重於探討海峽兩岸科學園區之發展過程及策略,首先藉由文獻資料回顧世界各地科學園區之歷史發展背景,其次採用個案研究法,以新竹科學園區與上海張江高科技園區為例,透過各項基礎資料及配套條件之蒐集、整理與分析,建立評價系統,比較兩岸科學園區之優劣勢、管理經驗與績效,再輔以實地訪查,且對□熟兩重點園區運作之產、官、學專家深入訪談,綜合研究發現,提出兩地各擅勝場之結論與建議──針對園區管理當局:研擬引進國外研發技術人才的機制;虛擬整合市場與產業資訊服務,協助廠商強化國際化能力;強化產業聚落基礎;建立與周邊共同發展機制;整合中央/地方/園區公共資源,提供良好的居住生活機能;政治求同存異,締造經濟雙贏。針對台灣高科技廠商:全球化佈局;運用大陸資源,增強競爭優勢;整合產、學、研,從事前瞻創新性技術研發,掌握關鍵智慧財產;組織專利聯盟,發揮專利效益,提升競爭力。
The rising of mainland China market has attracted the attention from corporations all over the world. Some of its outstandingly performed high-tech parks have unavoidably become reputable competitors to those neighboring science parks across the Taiwan Strait. Thus, this research, aiming Hsinchu Science-based Industrial Park and Zhang-jiang High Tech Park as case study objects, is focused on the comparison of the strategic development of science parks between Taiwan and China, by searching, collecting and analyzing information and data; building up a specific scoring system; and interviewing with governmental officials and professional managers from high-tech industries; to establish a conclusion that these two parks are advantageous in different fields, but are almost equally competitive as a whole at present stage. The research also suggests Taiwan Science Park Management to
- utilize technical research and development energies from foreign countries;
- virtually integrate marketing and industrial information services;
- assist high-tech companies to strengthen globalization capability;
- reinforce clustering
- establish co-development mechanism with peripheral innovation systems;
- consolidate public resources;
- minimize political influence by and maximize economical benefit from mainland China.
As to Taiwan high-tech companies, it also suggests to:
- think and act globally;
- vitalize comparative competitiveness;
- unite resources from all possible entities to develop innovative and advanced technologies;
- protect and avail intellectual properties.
