綠色革命之後,工業化農業襲捲全球食農體系,加上都市化擴張、工農產業競逐、環境污染等衝擊,「農」更是陷入全面性的邊緣處境,深切地影響到農村地方生活的經濟、政治、社會乃至家庭關係。
為了回應綠色革命對食農體系的整體性衝擊,近年興起諸如食農教育、友善耕作、社區支持型農業、農夫市集、綠色科技等新農浪潮,希望透過「農藝復興」,建立以社會關係為基礎的「新農業」,重新論辯「自然-人-社會」的合宜關係。
本文作者以「沺源青工作室」推廣食農教育的實踐經驗出發,認為新農浪潮下的食農教育,不能僅止於「新農業」的烏托邦想像,和「新農村」的社會工程改造;更需要關照「新╱舊農民」在時代轉換下的競逐與整合。尤其,在新農業對於綠色革命的漫長社會抗爭中,農業的行動者,隱沒於食農轉型的新舊論辯之爭,成為「看不見的行動者」。
因此,為了避免「工業化食農」犧牲體系,成為另一座「新農浪潮」犧牲體系;除了設定大轉型的政治、社會進程,更需為不同的社會行動者,設想搭上新農浪潮「諾亞方舟」的機制和途徑,以及讓「共生」成為可能的具體社會過程。
本文透過都會邊緣食農教育的行動研究,考察當代農業勞動者的農食勞動實作,看見「技術」的豐富意涵和可能性。在當代資本社會的勞動情境下,農業技術不僅是生產農食商品的勞動技術,更是創生地方感、動態構建人群聚合利基的社群實作。
本文認為,從事農業生產的農業行動者,非但不是技術的被剝奪群體,而是具備透過農業實作,打造地域文化認同的潛在行動社群,各自憑藉挪用源自地方殊異條件下的生態知識與社會資本,發展各種因應資本主義情境的獨特實作技術與地方知識,創造在地獨特、與地方感交融共構的地域農業。
After 「Green Revolution」, industrialized Agriculture has been taking over the whole food production. The situation of agriculture was strong impact by the expanse of urbanization, the competition between Industry and Agriculture. It has deeply infected the local environment of countryside, including lifestyle, finances, politics, society and family relationships.
To compete against all these impacts mentioned, the 「Alternative Agri-food Movements」 of the growth of 「Food and Agriculture Education(FAE)」, 「Friendly Farming」, 「Community-supported-agriculture(CSA)」, 「Farmer’s Markets」, 「Appropriate Technology(AT)」 has been taken place in the past several decays. People believe that there would be a way to build up a 「Agricultural Renaissance」, and to re-define the new relationship between environmental stewardship, community livelihood, and regional biodiversity.
After the practical action of 「Tien-Yuan-Chin Food and Agriculture Education Studio」 , Based on An Action Research on 「Tien-Yuan-Chin Food and Agriculture Education Studio」 during 2014-2016 in Hsinchu City . We had been practiced and experimented Food-and-Agriculture Education ,realizing that the alternative Agri-food movements should be one of the strategies for improving the social integration, instead of a slogan to make farmers anxious.
We realize that we should not stop at the imagination of the Utopia of 「New Agriculture」 or social engineering of the 「New City」, but to avoid sacrificing」again」 the people who went through 「Green revolution」 after the 「Alternative Agri-food Movements」. Therefore, the knowledge of Food and Agriculture, minding of, and, inheriting the local knowledge to the next generations, and to include all farmers into Alternative Agri-food Movements.
In this article, We suggest that the process of Food and Agriculture Education should balance the relationship of any kind of agriculturl paradise. The main point is to articulate the explicit knowledge of Alternative Agri-food Movements and the tacit knowledge of local Agri-food artisans by designing the teaching plan into maker-educational events, and create regional agriculture that is unique and harmonious with the local sense.
