中文摘要
企業立於不敗競爭優勢的先決條件是方向正確而有效的經營策略,但是相同或相似策略卻可能產生不同的經營成果與績效,原因是企業所擁有的執行能力不同所致,有經營策略,還必須要確保企業有足夠的執行能力,才可以達成策略目標,獲得良好的經營績效。企業的經營策略,必須透過其所擁有的資源持續推動,將策略化為具體行動,使策略目標得以實現。因此,將策略化為具體行動的執行能力,以及衡量策略成果的績效指標,對於策略目標的達成,更具有重大意義。許多企業常常忽略執行力與經營策略、經營績效的關係,因此造成營運表現無法獲致預期效果。本研究乃選擇一家傳統產業公司,透過此個案研究探討其實施背景、過程、實施效益及關鍵成功與問題因素,作為日後企業之參考。
方針管理是一套綜合了公司使命、經營理念、公司願景、方針、目標、策略、方策、方案、執行計畫以及公司資源之全面性管理系統。方針管理乃是要設定具有前瞻性、突破性的「方針」,並依據所設定的方針,集合全公司有限資源來經營管理公司整個企業方活動。本論文採個案研究的方式,針對個案公司企業改造之過程進行研究,探討經營層如何應用策略規劃與平衡計分卡、如何展開方針和評價效益的投接過程。研究結果發現:個案公司憑藉有效的方針展開計畫,使公司願景、使命與中期計畫一致;創造組織之間的凝聚力,並提供全公司一致的目標,在有計畫的方針展開中得到巨大管理效益。

ABSTRACT
The requisite for a competitive enterprise is a correct and efficient management strategy; however, because of different execution the same or similar strategy might contribute to different results and fruition. Besides management strategy, proficient execution is also required to achieve goals and present a good record of management. Based on existent resources, to carry out strategies and achieve goals. Therefore, the execution of carrying out strategies and the index of effectiveness that evaluates results of strategies play a more crucial role in achieving goals. A lot of enterprises often overlook the relationship between execution, management strategies, and management effectiveness; therefore, they fail to achieve the expected goals. This research then chose a traditional enterprise to conduct a case study of its background, process, effectiveness, and factors that contribute to success and failure for future enterprises’ reference.
Policy management is a management system that combines corporate mission, philosophy, policy, target, strategy, object, plan, and all resources. It should be constructed with company vision to come out with a break through target, combine all company resources to run and manage the whole company activities. This study aims to research the reengineering process in a business unit of the A Co., Ltd. The application of strategy planning and balance score card at an operational level was investigated to determine how managers deploy and manage the policy direction, and assess the effectiveness of the process. We found that policy deployment is an effective planning method which uses feedback from employees and the marketplace to determine improvement objectives in compliance the company’s vision, mission and medium-term plan. It also effectively deploys these objectives, by the means of achieving them through the methods of the process. The policy deployment have a great impact on the case-in-study. It also helps create cohesiveness within an organization, and provides the company with a consensus of the objectives at all levels. According to the deployment, A Co., Ltd had obtained great profit on manage systems.
