中華民國106 年國防報告書指出為達成「重層嚇阻、防衛固守」之軍事戰略目
標，是以「戰力防護、濱海決勝、灘岸殲敵」之用兵理念，本研究藉美國陸軍
戰爭學院於2017 年版美軍聯合作戰教則（Joint Publication 5-0），聯合計畫作
為，探討作戰設計的理念，以適應未來作戰需求，中共在2018 中國軍力報告
書明確指出對台動武的7 種情勢，也提出中國可能攻打臺灣的4 種方式，作戰
設計要素包含終戰指導、軍事作戰終止狀態、目標、效應、作戰重心、決勝
點、作戰線與作為效應軸線、直接與間接路線、預期、作戰所達範圍、極限、
安排作戰及部隊兵力與特定作業能量等諸項元素，運用一系列的關鍵規劃要
項，融合作戰目的(Ends)、方法(Ways)及手段(Means)而形成決策架構以產製作
戰構想」，提供聯合部隊各階層級邏輯與思考理則，並依程序發展、研擬計畫
與命令，就個人觀察，各軍種之間存在著相互矛盾，對於各軍種彼此的能力、
限制與資源瞭解不深，致使各軍種聯參的聯合計畫未作有系統的整合，使得所
產出的聯合作戰計畫未能與臺澎防衛作戰特性確切結合，所以作戰設計與規劃
應納入聯戰教育訓練課程及納入年度漢光兵推驗證，期望未來國軍能在聯合作
戰計畫職能基礎下，強化聯戰架構之精神及具備美軍聯戰規劃與執行能力。

The 106th National Defense Report of the Republic of China pointed out that in order to
achieve the military strategic goal of "respecting the deterrent, defending and defending",
it is based on the concept of "combat protection, coastal victory, and beach and enemy".
This study was conducted by the US Army War College. The 2017 edition of the US
Army Joint Operations Guide (Joint Publication 5-0), a joint project to explore the
concept of combat design to meet future operational needs, the CCP clearly pointed out
seven situations of using force against Taiwan in the 2018 China Military Report, and
also proposed There are four ways in which China may attack Taiwan. The operational
design elements include final warfare guidance, military operational termination status,
goals, effects, operational center of gravity, deciding points, operational lines and axes of
action, direct and indirect routes, expectations, and operational reach. Elements such as
limits, scheduling operations, and troop strength and specific operational energy, using a
series of key planning elements, combining operational objectives (Ends), methods
(Ways), and means (Means) to form a decision-making structure to produce a warfare
concept "Providing logic and thinking rules for all levels of the joint force, and
developing according to procedures, developing plans and orders, and personal
observations, there are contradictions between the various services, and understanding of
the capabilities, limitations, and resources of each service. Deep, the joint plan of the joint
services of various services has not been systematically integrated, so that the joint
operational plan produced cannot be accurately combined with the defensive operational
characteristics of Taiwan, so the combat design and planning should be included in the
joint education training course. In addition to the annual Hanguang military push
verification, it is expected that the future national army can strengthen the spirit of the
joint warfare structure and possess the US military joint planning and execution
capabilities under the joint operational planning function.
