  • 台灣是一個島國,在有限的資源下政府為了改變國家的經濟、結構體質和提升國際領導地位,自1975年開始就積極投入國家資源在半導體的發展,由於半導體產業屬於高技術產業,台灣政府藉由派遣優秀人才赴國外學習、向國外招募一流人才回台灣工作,並在國內設置相關的產業、保護政策,讓其國內外專業人員及廠商相互合作、整合,歷經三十餘年,終有成效。
    2019年全球因COVID-19造成部份產業衰退,以麥肯鍚的半導體產業分析報告指出,唯一產值未停滯便是以半導體為首的高科技產業,另外NATHAN和SIN於2016年的報告及Congressional Research Service的報告書: R4658 (October 26, 2020) 當中多次的指出各國針對半導體政策無不花費許多時間、投入無法估計的資源和金錢。本論文欲探討的是台灣政府在半導體產業所投入的策略和計畫,如何成就一個產業的地位,並針對不同的時期設定的政策、計畫來輔助半導體業來建立、鞏固其地位,進而再與世界半導體產業相互連結後逐一調整其輔助半導體產的政策和計劃。我們也透過訪問半導體產業的領導人物,深入檢視我國相關政策,並展望未來前景。

    Taiwan is an island with limited natural resources. In order to improve domestic economy, constitution and to promote the position of international leadership, Taiwanese government has been actively investing national resources in the development of semiconductors since 1975.
    To align with the pace of this high-tech industry, Taiwanese government sends domestic talents to study abroad and recruits foreign talents to work in Taiwan. The government also sets up relevant regulations and protective policies for the industry for these professionals to cooperate and integrate the needed skills and know-hows. The positive result is now taking effect after more than three decades.
    2016 Reports of NATHAN and SIN’s and Congressional Research Service report of R4658 (October 26, 2020) have constant indications that the majority of countries have spent a great deal of resources and national budgets on semiconductor policies. The results are fruitful: Though the COVID-19 outbreak has caused a principal decline in many parts of the global industries, the semiconductor industry is the only high-tech industry with non-stagnant growth, as pointed out by McKinsey’s Semiconductor Industry Analysis reports.
    This paper discusses the semiconductor industry strategies and projects invested by Taiwanese government and how to achieve a leadership position from there. Contingency plans and projects for different periods to help the semiconductor industry build and establish its’ leadership position and links to the global chain to promote positive interlocutions as a mean of mutual support will also be discussed.
    We have also conducted in-depth reviews of the domestic regulations and policies through interviews with leading figures of the semiconductor industry, with hopes of a more prospective future.
