台灣螺絲螺帽業(統稱扣件業)發展至今已有六十餘年的歷史,產業結構、周邊產業,包括設備廠商、模具廠商在技術上發展相當成熟,在這樣的優勢下,我國扣件產品的發展,同時具備技術深度及產品廣度的實力,所謂技術深度就是我國多數扣件廠商具有產品研發能力,而就產品廣度面來看,扣件應用領域廣泛,種類繁多,以金字塔型態可將扣件分類為高、中、低層次,而國內一千一百多家不同營運模式的扣件工廠,包括一貫化生產流程工廠、專業化分工工廠以及純加工廠等類型工廠就分散在金字塔各層次生存,也就是說我國對這項基礎工業零件的掌握度非常高。
扣件產業的產業群聚現象,卻還是造就出各種營運模式的扣件工廠,因此本研究透過次級資料蒐集、專家訪談,以扣件產業中六家個案為例進行Make-or-buy的策略探討,其中,個案分佈包含一家一貫化生產流程工廠、兩家接近一貫化生產流程工廠、兩家專業化分工工廠及一家純加工廠。
過去關於Maker-or-buy的文獻多在探討交易成本、競爭程度與不確定性對交易成本的影響等概念,扣件產業中,但由於我國扣件產業的群聚現象,使得廠商彼此之間相互熟識,間接降低交易成本,例如,此產業的資訊流通,降低資訊蒐集成本、廠商之間的外包合作不採行簽約制度等。
綜合本研究發現,廠商在選擇營運模式發展策略時,應依循個別公司所生產之產品特色結合經營者人格特質,因應環境因素的差別,選擇合適的營運模式策略。無論採取哪一種策略,廠商仍重視提升主力產品的附加價值,良好的投入研發帶動公司發展,有助於企業因應大環境的改變及挑戰。
Fastener industry in Taiwan has developed more than 60 years. The industry structure and supply chain are also well developed. Because of this background, the fastener firms in Taiwan have good strength on both technology and product. From technology side, most of the firms have R&D capability. From the product side, since fasteners are the basic components, they are classified in three levels. In Taiwan, there are more than 1,100 fastener firms with different business models, including lean streamline production, specialization, processing and so on exist in each level of products, which means the firms have well controlled in this basic components.
Though fastener firms cluster obviously in Taiwan, there are still many different business models. In this research, the writer interviews seven experts from the fastener industry and collects the secondary data to investigate the Make-or-buy decision in fastener industry. The interviewees include one firm with lean streamline production model, two firms with 70% lean streamline production model, two firms with specialization model and one firm with processing model.
According to the previous researches, most of the researches relating to make-or-buy issue are discussing the transaction cost theory, competition, the effects to transaction cost by uncertainty etc. However, due to the industry cluster phenomenon, the transaction cost decrease indirectly because of the social capital.
According to this research, the arts of products and the characteristic of decision maker is a significant reason for business model of the firms. Besides, firms value to increase the added-value of main product. Investing in R&D will help firms to adjust the change of environment and challenge.
