RoHS(2002/95/EC)、WEEE(2002/96/EC)及EuP(2005/32/EC)等三大歐盟指令相繼公告生效與實施,引發產業界對電子電機產品生命週期過程中衝擊周遭環境與危害人類健康安全相關議題的重視。本研究嘗試就上述歐盟的環保法規之一的RoHS指令,即「限制電器與電子設備使用特定危害物質」指令,進行其產生背景、產品符合性與後續管理系統架構的探討。
首先,藉由歐洲執委會對「符合指令」的概念闡釋,輔以歐盟會員國之一的英國其為了協助電器與電子設備(EEE)製造商在單一市場境內能符合RoHS指令的規定所需實施之各種「實地查核的防禦工事」及合理化的步驟觀念,來說明符合RoHS指令要求的基本原則。其次,在探討滿足客戶對綠色產品的技術性要求外,藉由產品生命週期過程對環境限用物質的管理來建立企業的綠色產品管理系統。在綠色產品管理系統的建立方法方面,本研究運用了國際標準組織(ISO)所頒布的ISO 9001:2000品質管理系統(QMS)與ISO 14001:2004環境管理系統(EMS)的要求,加上由「國際電工技術委員會(IEC)」管轄下的「國際電子零件認證制度(IECQ)」所核可,由「美國電子零件認證委員會(ECCB)」及「電子工業聯合會(EIA)」所提出的有害物質流程管理(HSPM)標準,即EIA/ECCB-954,並以ISO 14001:2004 PDCA方法論建立導入綠色產品管理系統(GPMS)的作業架構。
目前綠色產品管理系統的標準與執行計劃尚由「台灣區電機電子工業同業公會」進行規劃與執行當中,藉由本研究對綠色產品管理系統基礎架構與實施流程的研究與探討輔以半導體IC設計公司不同階段的實施經驗與啟發,或可作往後相關產業導入綠色產品管理系統時的參考。
Incessant announcement and entering into force of three EU directives: RoHS (2002/95/EC)、WEEE (2002/96/EC) and EuP (2005/32/EC), induce the industries to pay close attention on the surrounding environment impacts and the healthy & safety risk of people during the electrical and electrics equipments life-cycle process. This study is intended for investigating the background, product compliance and management system architecture requirements of the “Restriction of the use of certain Hazardous Substances in electrical and electronic equipment” directive, means RoHS (2002/95/EC), one of the three environmental protection regulations as described above.
First, we introduce the concept of “compliance with directive” of European Commission and “defense of due diligence” of United Kingdom (UK), also make use of the implementation suggestion of “all reasonable steps” interpreted by United Kingdom (UK), one of the state member of EU, which intend to help all of the electrical and electrics equipment producers to comply with the RoHS directive while placing on the single market, to describe the fundamental principle of compliance with the RoHS directive. Secondly, we would continuously study not only the technique requirements of green products but also how to build up the Green Product Management System (GPMS) by means of the restricted material management during product life cycle process.
Regarding to the establishment of green product management system, this study make use of the ISO 9001:2000 Quality Management System (QMS) and ISO 14001:2004 Environmental Management Management (EMS), approved and published by the International Standard Organization (ISO), we also include the Hazardous Substances Process Management requirements or EIA/ECCB 954 which approved by IEC Quality Assessment System for Electronic Components (IECQ) of International Electrotechnical Commission (IEC), and issued by America Electronic Components Certification Board (ECCB) and Electronic Industries Alliance (EIA). The Plan-Do-Check-Action methodology would be used for the implementation structure of the green product management system.
Currently now the green product management system standards / requirements and the execution plan are on implement ting and operation phase by Taiwan Electrical and Electronic Manufacturers' Association (TEEMA), this study would contribute to the industries the implementation reference of introducing green product management system in the future by means of the study and investigation of the fundamental architecture and implementation process for green product management system, and the implementation experience and impression of different phase of semiconductor IC design house.
