產業園區是城市發展剪影。其中不乏受疫情影響而被強制關停或者轉型升級。據統計到 2022年上半年為止,僅有 399個產業園區為中國大陸 GDP 貢獻五分之一 ,為出口貢獻了五分之二 ,為稅收貢獻了四分之一。在“新型冠狀病毒”與“逆全球化”的影響下,產業園區面臨前所未有的新挑戰與更緊迫的要求 ,積極規劃並致力於更突出和更可持續的發展目標。未來,推進產業園區大數據化的治理應用,形成“產業園 +智慧 +管理”新增長點與新動能,將大數據化治理納入園區發展與管理,已成為區域與國家軟實力與競爭力的重要指標,如此,既可增強產業園區綜合吸引力,又鞏固戰略性新興產業發展基礎,持續促進經濟社會高質量發展。
本論文首先深入分析產業園區數據化治理相關概念及理論基礎,並將其作為本論文的研究內容。本文以國內外園區發展現狀為切入點,根據現階段社會發展趨勢以及產業轉型升級的需要,對產業園區大數據化建設及管理提出相關建議。二是針對產業園區數據化的治理問題,綜合全面地分析,針對治理主體,治理要素,治理特徵和治理方式細節進行深入探討。三是基於產業集群視角,對國內外典型園區發展過程及成功經驗進行深入剖析,得出現階段產業園區轉型升級大數據化的主要啟示。在對 M 高新科技產業園區大數據化的發展脈絡,問題分析及治理優化等進行審視時,深入分析該區數據化 治理中存在的問題,探究有關治理優化經驗與效果,以期得到深刻啟示。另外,我們也搜集列舉了當前產業園區大數據化治理過程中所面臨的重要問題及其成因。第三,根據以上發現園區大數據化治理中存在的問題及成因,本文從轉變政府管理職能,創新社會治理體制機制,增強科技支撐作用及強化企業主體作用等四個方面提出了對策建議。最後,本文也參考其他典型產業園區大數據化 管理做法,運用比較分析等方法提出現階段管理過程中存在的內容與亮點,從而探索在新時期新形勢下產業園區大數據化建設的優化策略。最後針對治理主體,治理內容以及治理方式 三個維度提出系列建議,目的在於助力產業園區大數據化的成功推進。
Industrial parks are the silhouette of urban development. Some of them have been forced to shut down or upgrade due to the epidemic. By the first half of 2022, only 399 industrial parks had contributed one-fifth of the GDP in China, two-fifths of exports and a quarter of tax revenue. Under the influence of "Novel Coronavirus" and "anti-globalization", the industrial park is facing unprecedented new challenges and more urgent requirements, and is actively planning and committed to more prominent and more sustainable development goals. In the future, promote the industrial park big digital governance application, form "industrial park + wisdom + management" new growth point and new kinetic energy, the big digital management into park development and management, has become an important indicator of regional and national soft power and competitiveness, so, can enhance industrial park comprehensive attraction, and consolidate the strategic emerging industry development foundation, continue to promote economic and social development with high quality.
In this thesis, the author first analyzes the concept and theoretical basis of data governance in industrial park, and takes it as the research content of this paper. This paper Taking the development status of industrial parks at home and abroad as the starting point, this thesis puts forward relevant suggestions on the current social development trend and the needs of industrial transformation and upgrading, and puts forward relevant suggestions on the big data construction and management of industrial parks and upgrading. Second, for the digital governance of industrial parks, comprehensive analysis, for governance subjects, governance elements, governance characteristics and details of governance methods. Third, based on the perspective of industrial clusters, the in-depth analysis of the development process and successful experience of typical parks at home and abroad, and the main enlightenment of the transformation and upgrading of industrial parks. When examining the development context, problem analysis and governance optimization of M high-tech industrial Park, the problems existing in the data governance in this area are analyzed,and the experience and effect of governance optimization are explored in order to get profound enlightenment. In addition, this thesis also collected and listed the important problems and causes in the process of big data governance in industrial parks. Thirdly, according to the above problems and causes existing in the big data governance of the park, this paper puts forward countermeasures and suggestions from four aspects: transforming government management functions, innovating social governance system and mechanism, enhancing the supporting role of science and technology and strengthening the main role of enterprises. Finally, this paper also refers to other typical big data-based management practices of industrial parks, and uses comparative analysis and other methods to put forward the contents and highlights in the current management process, so as to explore the optimization strategy of big data-based construction of industrial parks in the new period and new situation. Finally, a series of suggestions are put forward for the three dimensions of governance subject, governance content and governance mode, aiming to facilitate the successful promotion of big data in industrial parks.
