全球氣候協議的順利進行,有賴於穩定而獨立之財務機制協助。然而,由於聯合國氣候變遷框架公約(United Nations Framework Convention on Climate Change, UNFCCC)主要資金機制「全球環境基金」(Global Environment Facility, GEF)20年來運作成效有限,締約國大會時遂有另設「綠色氣候基金」(Green Climate Fund, GCF)的提議。經歷漫長而超時的艱苦談判過程,2011年第17屆聯合國氣候變遷締約國大會,已順利啟動綠色氣候基金以協助開發中國家因應氣候變遷的相關調適與減緩行動。
綠色氣候基金的通過,除了是近幾年來國際綠色財務機制的新契機,對於台灣而言,雖因在國際上屬性特殊,未來直接取得綠色氣候基金的可能性較低,但仍可能憑藉這樣的特殊屬性,搭配台灣向來專精於技術研發的特性,一方面藉由「國家適當減緩行動」(Nationally Appropriate Mitigation Actions, NAMAs)相關措施展現自願減碳決心,另一方面亦可藉由技術移轉給其他開發中國家,從中間接獲得綠色氣候基金。惟目前仍未見有深入而具體之研究。
如認為以國家角度與世界接軌難免觸及特殊之政治議題,藉由「城市合作」或可使台灣與全球銜接更加順暢。然而,如何針對在地產業發展特性提出都市低碳策略與法制規範,亦未有具體計畫書。
因此,本文希冀從國際綠色財務機制最新發展進程出發,逐一探討上述課題,嘗試對於台灣在未來綠色氣候基金制度下所應扮演的角色提出淺見,期盼對於不論對於中央或地方政府皆能提供具體建言。
