After several years of balancing against the People’s Republic of China (PRC) for its incursions on Philippine sovereignty, and increasing military ties with its long-standing treaty partner, the Philippines adopted a drastic turn-around in its foreign policy. Instead of continuing to rely on the United States (US), the Duterte administration sought to revive the country’s relations with the PRC in pursuing national interests. However, unlike past administrations that tried to balance between both superpowers, the previous administration was notable in its pivot towards the PRC at the cost of its relationship with the US as well as Philippine sovereignty. On the contrary, the Philippines’ relationship with the Republic of China (ROC) not only continued but also increased throughout the Duterte administration as the country continued to position itself as a Pivot between the ROC and PRC.
The following study seeks to understand the Philippines-ROC-PRC Romantic Triangle (Dittmer 1981) by delving deeper into the practical nature of international relations. Rather than relying on the classic Realist perspective of states as monoliths, it is worthwhile to understand the Liberalist view, which stresses the polylithic nature of states. Based on Allison & Halperin’s (1972) Bureaucratic Politics Model theory, the following research focuses on the various actors responsible for creating and implementing policies concerning Philippine-ROC relations.
