為因應此波經濟不景氣衝擊,政府委託某財團法人推動大型產業服務推動經濟。至2009年底,對推動經濟發展已有初步成果,但對後續應用及長期運作方式仍需做進一步規劃。而在 1980 年代後期,在紐約州也曾遭遇經濟衰退的情形。瑝時的人因工程學家將宏觀人因工程理論運用於產業推動,在雛型專案成功之後,成立產業績效中心,並持續運作十年。過程中宏觀人因工程的理論及運用有其值得參考及比較之處。
而宏觀人因工程在國內屬於較新的學門,為了能讓比較研究順利進行,本研究也針對理論基礎技術性社會化子系統、如何結合組織設計與管理元素及宏觀人因工程整體結構進行彙總。之後運用彙總的結果與國外案例分析的方法論對兩種地區產業推動的方式進行比較,比較結果將供相關研究與實務人員參考,並對宏觀人因工程之其他研究方式進行討論。
