二十一世紀人類持續面對糧食分配不均、能源及環境保護問題,如同遭遇第二次馬爾薩斯陷阱,為突破困境,我們開始思考如何建立嶄新的住居形式,兼具經濟、環境友善及社會功能,「生態城市」思維因運而生,經過多年發展,生態城市、綠色城市、低碳島、智慧城市逐漸受各國重視,在社區意識及政府政策推波助瀾之下,正如雨後春筍般冒出。
無論是已完成或進行中,生態城市隨不同背景、文化及制度,呈現多元化發展,本研究運用個案研究法,選取五個城市(台灣澎湖低碳島、中國天津生態城、南韓首爾、德國弗萊堡、丹麥薩珊島),以發展模式初步分為Top-down與Bottom-up兩大類,以整體發展路徑為主單元,在利益關係人網絡中,找出生態城市關鍵的核心角色(政府、居民或廠商),再以商業模式為次單元,分析個案公共建設、再生能源及產業投資方式。在跨個案分析裡,以3E(效率、效能及效果)為架構對個案作績效評估,比較彼此差異,找出成敗因素。
本研究結果發現,成功的生態城市,必須審慎訂定指標,才能提升生活環境品質與經濟效益,為區域創造「社會福利」,最後對照對目前「澎湖低碳島計畫」與其他地區差異,提出建議,期盼在未來能成功邁向「永續」低碳示範島。
Humans continue to face uneven distribution of food, energy and environment protection issues in the 21st century as the second Malthusian trap. In order to overcome these difficulties, we started to think about how to build a new residence in the form of combining economy, environment-friendly and society. Therefore, the concept of 「Eco-city」was risen. After years of development, eco-city, green city, low-carbon island and smart city have gradually been attention in the world. Under the support of community sense and government policy, these eco-cities spring up like mushrooms.
Either completed or in progress, eco-cities development are diversified with different backgrounds, cultures and institution. In the study, we choose five cities ( Penhu in Taiwan, Tiangjin eco-city in China, Seoul in Korea, Freiburg in Germany, Samsø in Denmark)and use the methodology of 「Case Study」 to do analysis. We initially classified these case cities into Top-down and Bottom-up, then analyzed the development path, the main analysis unit, to find the hub(government, residents and firms) in the stakeholders network. Second, use the second analysis unit, business model, to analyze investment forms of infrastructure, alternative energy and industry. In the cross-case section, we take 3E(efficiency, efficacy, effectiveness)framework to evaluate these cases, then try to find the differences and key success/ failure factors between them.
The result of the study found that it’s important for any eco-city to set target indicators carefully. A good planning should rise life level and boom business activities so that reach better 「social welfare」. Finally, we compared 「Penhu low-carbon island project」currently to other five cases and give some suggestions
