本研究以《教師進修研究等專業發展辦法》的修法歷程作為研究主題,本研究方法為採用文件分析法及半結構式訪談法的質性研究。
時代快速變遷,教師為促進學生有效學習的重大推手,因此教師專業發展為各國所重視發展的項目,因此研究者希望透過分析《教師進修研究等專業發展辦法》的修法歷程,藉由比較分析各版本的草案擬定,探討我國政府在教師專業發展上的修法的背景與修法的過程及演變。本論文將修法過程分為修法的緣起、修法的歷程、修法的轉捩點以及修法結果及修法後對教師的影響。
根據本研究發現,為因應時代快速變遷,教育部將教師法進行修法,為強化教師專業發展,使教師專業成長有其法源依據,乃將教師法第三十三條第三項加入教師專業發展,其中針對教師法修法動機為不適任教師處置配套措施,為提升教師專業知能成長與教師保障,教師法修法通過後爰修訂公布《教師進修研究等專業發展辦法》,其目的在於:
一、 教師專業發展與進修研究制度有更全面的政策規劃。
二、 提供教師激勵因素以期鼓勵提升教師自我專業成長。
三、 精進課室教學與提升學生學習表現。
因此在本研究結果得知,在教師法納入教師專業發展,更是我國將教師視為重要發展對象,並希望藉由本辦法的建立,成為教師專業成長的支持系統,提供教師進修研究活動更多元項目,並給有效激勵因素,確實提升教師專業成長。
This research takes the revision process of "Regulations Governing Teacher Undertaking Further Studies, Research, and Other Professional Development Activities" as the research theme. The research method is qualitative research using document analysis and semi-structured interviews.
With the rapid changes of the times, teachers are a major driving force in promoting effective learning of students. Therefore, the professional development of teachers is a development project that many countries attach importance to. Therefore, researchers hope to analyze the revision process of the "Professional Development Methods for Teachers The draft version is drafted to discuss the background and the process and evolution of the revision of the law in the professional development of teachers by the Chinese government. This thesis divides the practice process into the origin of the practice, the course of the practice, the turning point of the practice, the result of the practice and the influence on the teacher after the practice.
According to the findings of this study, in response to the rapid changes of the times, the Ministry of Education has revised the Teacher Law, in order to strengthen the professional development of teachers, so that teachers’ professional growth has its own legal basis, and the third item of Article 33 of the Teacher Law has been added to the teacher profession. In order to improve the growth of teachers’ professional knowledge and protection of teachers, the teacher’s law revision has been revised and announced the "Professional Development Measures for Teachers' Further Study and Research" in order to improve the growth of teachers’ professional knowledge and protection of teachers. The purpose is to:
1. There is a more comprehensive policy plan for teacher professional development and
further education research system.
2. Provide teachers with motivational factors in order to encourage and enhance teachers' professional growth.
3. Improve classroom teaching and improve students' learning performance.
Therefore, it is learned from the results of this research that the inclusion of teacher professional development is even more important for teachers in my country, and we hope that through the establishment of this method, it will become a support system for teacher professional growth and provide more diverse projects for teacher training and research activities, and give effective motivating factors to really enhance the professional growth of teachers.
