  • 21世紀全球人口步入高齡化,我國也預計於2025年邁入老年人口超過20%的超高齡社會,人口高齡化幾乎對所有社會領域都有影響,比如人口勞動力、醫療保險體系、政府財政支出編列、金融市場、住房交通、家庭結構等,深度影響國家經濟發展;為降低此衝擊,政府著手擴大佈局高齡者的健康促進據點,以補助款方式鼓勵各地設立銀髮健身俱樂部,以期能對高齡人口提供便利性的運動健身服務場所,以達到預防及延緩失能的目標;本研究選取五間受政府補助的銀髮健身俱樂部為研究對象,採取量性資料的敘述統計分析,以及實地走訪經營者與運動長輩的問卷調查作質性資料整理分析;研究結果顯示,長輩參與俱樂部運動每周到場頻率達兩次以上者近九成,五個俱樂部的全勤比例也在79% ~ 91% 之間,甚至有長輩的連續運動周數竟高達33周,由此可知,長輩對參與俱樂部的意願很高;此外,專業教練或指導員對俱樂部的運動人數影響甚深,一位專業又能與長輩真誠溝通、熱忱關懷與耐心指導的教練也是課堂能否爆滿的極關鍵因素;對於五間俱樂部的運動者能很安全使用智慧化運動健身機台與量測機台的方式,以及快速取得運動回饋的數據、AI建議運動訓練方案等,也將在第參、肆章有詳盡說明;再者,透過進一步與經營者的實地訪談,也了解到俱樂部營運入不敷出的窘狀,此可歸納出幾個主要因素,如政府補助款的不夠與不持續、宣傳不夠、會員數不足、聘任運動指導員或教練的經費支出最高等原因。研究顯示俱樂部的成立的確能帶動長輩注重身心健康,該如何讓俱樂部能持續營運,本研究最後也提出了四點建議:第一點,提供五間活躍俱樂部個案研究作參考,第二點對政府補助款提出建議,第三點是對於企業ESG經費導入銀髮健身俱樂部提出建議方案;最後一點,結合大學體育或照護相關學系的學生資源導入銀髮健身俱樂部,也落實大學USR目標。綜上,期盼銀髮健身俱樂部能以小兵立大功的使命,為我國高齡化人口的健康促進做出大貢獻。


    In the 21st century, the global population is entering an aging society, and it is projected that by 2025, our country will enter a super-aged society with a senior population exceeding 20%. Population aging has an impact on almost all social domains, including labor force, healthcare insurance system, government fiscal expenditure allocation, financial markets, housing and transportation, and family structure. It deeply influences the national economic development. To mitigate this impact, the government has begun expanding the establishment of health promotion facilities for the elderly, encouraging the establishment of the Elderly Exercise Clubs in various regions through subsidy programs. The goal is to provide convenient exercise and fitness services for the elderly, aiming to prevent and delay disability. This study selected five government-subsidized the Elderly Exercise Clubs as research subjects and conducted descriptive statistical analysis of quantitative data. In addition, qualitative data was collected through on-site visits to operators and questionnaire surveys with senior exercisers. The research results showed that nearly 90% of seniors participated in club activities at least twice a week, and the attendance rate in the five clubs ranged from 79% to 91%. Surprisingly, some seniors have maintained a consecutive exercise streak for as long as 33 weeks. This indicates a high willingness among seniors to participate in club activities. Furthermore, the presence of professional coaches or instructors significantly influenced the number of participants in the clubs. A professional coach who can communicate sincerely, show genuine care, and provide patient guidance is a critical factor in attracting full attendance. The safe usage of smart exercise machines and measurement devices, as well as the availability of rapid feedback data and AI-based exercise training recommendations for club members, will be explained in detail in Chapters 3 and 4. Through further on-site interviews with operators, it was also discovered that the clubs struggled with financial deficits. Several main factors were identified, including insufficient and discontinuous government subsidies, inadequate promotion, low membership, and the highest expenditure on hiring sports instructors or coaches. The study shows that the establishment of clubs indeed encourages seniors to prioritize their physical and mental health. To ensure the sustainable operation of these clubs, four recommendations are proposed: firstly, provide the five active club cases as references; secondly, make suggestions for government subsidy programs; thirdly, propose suggestions for incorporating private ESG funds into the Elderly Exercise Clubs. Lastly, integrate resources from university sports or related care departments into the Elderly Exercise Clubs to achieve university's USR objectives. In conclusion, it is hoped that the Elderly Exercise Clubs, with their important mission, can make significant contributions to the health promotion of our aging population.
