二十一世紀是個動盪的時代，隨著科技發展越加快速，人與人之間的聯繫不再限於距離與時間的條件，然而再高科技的產品都無法拉近人與人間心的距離，特別是現代家庭成員之間的關係，各自專注於工作與課業，沒有足夠的時間與心力經營關係，各司其職，於是夫妻關係趨向孤立，親子關係逐漸疏離，家庭價值被忽略，各種家庭問題逐漸浮現，社會亂象也隨之增加。
二十一世紀也是非營利組織多元發展時期，在社會變遷快速，民間力量抬頭，人民自主意識強烈的情形下，各式各樣的非營利組織在此時期創立，本研究個案(A協會)亦即在此背景成立。本研究針對單一個案進行研究分析，採用質性研究方法，並透過文獻分析、個案研究以及深度訪談的方法蒐集個案資料，以進行相關質性研究之所需資訊。
臺灣非營利組織發展至今長已有70多年，但所面臨的內外部困境卻沒有變化太大，無論是企業型的基金會亦或是公益型的協會，皆面臨「財務困難」與「人力不足」的挑戰，本研究個案亦面臨此兩大挑戰，在現今僅有2位兼職人力的有限條件下，如何重新找到定位並增加營運資金，並在服務對象與服務內容間做出明確的決策，是此個案欲解決的問題。
本研究以司徒達賢教授針對臺灣非營利組織經營管理研究所提出的「CORPS模式」，來分析A協會創立至今九年多的發展與轉型，透過五項要素「服務對象(C)、組織運作(O)、財力物力及資源提供者(R)、人力資源(P)與服務內容(S)」的不同組合，分析彼此間的關聯性與互相影響程度，並針對行銷觀念與績效管理兩面向來探討個案兩年內欲達到自給自足的目標提出建議。
研究發現最重要的關鍵因素為決策核心(DC)的角色與行為，其所作決定將影響組織成敗與未來發展的方向與定位，若能體認提供給組織明確使命與服務內容是其職責時，A協會的發展才能朝永續經營的目標邁進。

Twenty first century is a turbulent period. As the technology develops quickly, people contact with others can’t be retracted by the distance and time. However, it can’t make people’s hearts closer, especially in the relationship among family members nowadays. Therefore, all kinds of family problems come out, and social chaos increases as well.
Twenty first century is also a multivariate development period of nonprofit organizations. The study case (A association) founds in this background. The study focuses on one case to analyze. Writer take the qualitative research method to do the study, and gathering all need materials by documentary analysis, case study and in-depth interviews.
The development time of nonprofit organizations in Taiwan is more than seventy years.
However, the inner and outer difficulties they face is no big difference during recently years. No matter corporate foundations or welfare associations, they all have the challenges of financial problem and manpower shortage. In this restriction, how to refine its position and increase its working capital, and make a precise policy decision between clients and services, is the problem which the study case has to deal with.
The study is analyzed by DAH-HSIAN SEETOO professor’s CORPS model. Writer use this model to analyze its development and transformation in the nine years, and analyze the connection and influence level among different combinations of five elements, Clients, Operation, Resources, Participants, and Services.
The study discover the most important element is Decision Core’s role and behavior. All decisions DC make will influence organization’s success or failure, and developing direction and position in the future. If DC can make sure its duty to provide a clear mission and services to the association, it can stride forward to the goal of sustainable development.
