本研究主要希望透過金門防衛指揮部所屬基層官兵為研究對象，了解當今國家所給予志願役官兵之薪資、休假天數及福利制度是否著實影響官兵之幸福感受，擬透過半結構式訪談結果分析來收整該單位未來修正之依據。
國家目前由徵兵制逐次轉變成全募兵制，在轉變的過程當中，招募及留營成為國軍部隊政策重點，因為國防以人成軍；無士更不可成軍，顯現出人事的重要性，藉本研究探討國軍當今薪資、休假天數及福利制度對於現役基層官兵幸福感受之影響，解析出實際問題，最後若能修正健全機制、提高留營福利，未來對國軍有顯著效益。

The Effect of National Army Welfare Policy on the Well-Being of Military Personnel: The Study of Kinmen Defense Command
Abstract:
This study mainly uses the officers and soldiers of the Kinmen Defense Command as the research topic to understand if salaries, annual leaves and the welfare system affect the sense of well-being of volunteer services, and thus adjust the future revision of the military unit through another analysis of semi-structured interviews. The R.O.C. military is now gradually being transformed from a conscription system to an enlisted system. In the process of this transformation, recruitment and retention have become the focus of military policy. This discussion shows the importance of personnel and that the national defense is based on people, and the military couldn't be built or maintained without dedicated soldiers. We analyze the real related problems in this study, and suggest that can be significant benefits for the military if we can adjust the system and upgrade retention welfare.
