就國內正興建核四廠的現況及未來安全運轉而言,其控制室之人機介面(Human-System Interface,HSI)設計與運轉資訊顯示方式及運轉員之操控方式等,都與傳統核電廠類比系統有相當大的不同,其控制室人機介面操控安全性研究具有高度的實務價值。
1990年代之後開始興建的第三代核能機組(Generation Ⅲ)及其後的第三代改良型核能機組(Generation Ⅲ+)等泛稱為新型核能電廠,如日本東京電力公司柏崎刈羽六、七號機及我國核四廠一、二號機的進步型輕水式核反應器(ALWR)均屬之,其儀控系統採現代化的數位設計,廣泛使用先進的網路多工科技與軟體應用科技,影像顯示器(Video Display Unit,VDU)是新型核電廠控制室主要的人機介面,具有提供更多高度整合資訊及可供運轉員直接在顯示畫面上操控現場設備的功能,以往傳統核能電廠控制室內控制開關 、信號值顯示、警報窗皆是固定的特色(Spatially Dedicated)已不復多見;而在警報設計方面,更加入了優先度、過濾與抑制(Priority、Filter and Suppression)等過去傳統警報所沒有的功能。這些都顯示新型核能電廠控制室迥異於傳統核電廠控制室,因此要確保新型核電廠控制室人機介面具有高度運轉安全性,必須在其設計與發展階段時借助人因工程使「系統」盡量適合「人」,意即使控制室人機介面的設計除具有操作適宜性外,更能符合運轉員在工作負荷與情境知覺等方面的人性特質;另外,更必須在系統完成之後,借助運轉員訓練,加強「人」對「系統」的徹底了解,從而建立「人」與「系統」間的良好互動關係,確保新型核能電廠控制室的運轉安全。
因此,本研究之目的即從運轉安全觀點來整體探討核四廠數位化控制室人機介面相關問題,首先是針對美國核管會數位儀控及人因工程相關法規整理與研究;其次是對新型核電廠數位化控制室在設計與發展階段之驗證與確認作業進行評估與研究;而後是對新型控制室在運轉階段進行其操控特性及可能危及運轉安全的亂度來源及抑制對策研究;期使控制室運轉安全性的總目標可從各層面更落實達成。
