超高齡化社會議題廣泛，根據統計，台灣的高齡者臨終前平均臥床時間長達8年。預計2025年將邁入超高齡化社會的台灣，將在高齡照護、醫療負擔及勞動力市場等面臨多元挑戰。政府自106年起推行長照2.0計畫，重點構建社區整體照顧服務體系，如何降低社區關懷據點運作阻礙、提升其據點服務品質並達永續目標成為首要任務。本研究通過質性研究方法，採用半結構式個別訪談，深入了解新竹市三大行政區五個關懷據點的運作情況，分析相關資料，發掘其現行阻礙，為未來政府政策提供建議方向。研究結果顯示，轉型社區型社會企業為大多數關懷據點實際運作者所認可之永續願景，主要顧慮著重於資源分配合理性、是否脫離原核心服務範圍及人力資源配置。

The issues related to a super-aged society are extensive. According to statistics, the average bedridden period for elderly individuals in Taiwan before death is up to 8 years. Taiwan, expected to enter a super-aged society by 2025, will face diverse challenges in elderly care, medical burden, and the labor market. Since 2017, the government has been promoting the Long-term Care 2.0 Plan, focusing on building an integrated community care service system. Reducing operational obstacles at community care centers, enhancing the quality of their services, and achieving sustainability are primary tasks. This study, through qualitative research methods and semi-structured individual interviews, deeply explores the operational situations of five community care centers in the three main administrative districts of Hsinchu City. By analyzing relevant data, it identifies current obstacles and focuses on the possibility of transforming into community-based social enterprises, providing recommendations for future government policies. The results indicate that transforming into community-based social enterprises is a sustainable vision recognized by most actual operators of the care centers. The main concerns focus on the rationality of resource allocation, whether it deviates from the original core service scope, and human resource allocation.
